The Resource Allocation Manual (MAR) establishes the conditions for the application, approval, and monitoring of audiovisual projects that receive financial support from the Colombia Film Fund (FFC) or Audiovisual Investment Certificate in Colombia (CINA) under Law 1556 of 2012.
Following an open consultation process with the audiovisual sector and the general public, the Colombian Film Promotion Committee (CPFC) approved amendments to certain articles of the MAR that introduce improvements aimed at strengthening specific aspects and adapting the system’s conditions to the dynamics of the formats whose participation the committee seeks to encourage.
- Increase in the number of episodes for short series and animation (Articles 9 and 29): The maximum number of episodes over which the minimum domestic spending requirement can be distributed for short series intended for the web or 100% animated series was increased from 25 to 52 episodes, in line with the sector’s production needs.
- Phased Application Process and Harmonization of Deadlines for Advertising and Music Videos (Article 34): The application and submission deadlines to the CPFC for these categories have been adjusted. For advertising audiovisual works, the application process has been structured into two phases, with specific requirements for the documentation needed in each phase, which streamlines the approval process in line with the dynamics of the commercial sector. A step-by-step timeline for this category will be provided shortly.A
- On-set risk management program (Articles 16 and 36): The producer’s obligation to submit a risk management program covering physical safety, security, workplace harmony, and best practices on the film set has been incorporated as a requirement of the Filmación Colombia Contract. This component aims to ensure the safety of the crew and is the sole responsibility of the producer.
- Refund of the Difference in the good-faith deposit (Article 41): A provision was included for the refund of the difference in the good-faith deposit in specific cases where this amount exceeds the contribution made by producers to the CINA system.
These changes took effect on September 30 with the publication of CPFC Agreement 140 of 2026 in the Official Gazette. The current version, with the amendment notes in the articles, will be available for download at www.comisionfilmicacolombia.com.
